Loup Rivers Scenic Byway Rails to Trails: Notice of Request for Proposals

Valley County is seeking an Engineering Consultant to provide professional services for the Loup Rivers Scenic Byway Rails to Trails project.  This project is located in Valley and Garfield Counties from Ord, Nebraska to Burwell, Nebraska, along Nebraska Highway 11.  The seventeen (17) mile trail will be located on the abandoned Burlington Northern Railroad rail bed. 

If awarded funding, this will be a Federal Aid project and the selected Consultants will be required to follow the “Valley County Guidelines Manual for Federal-Aid Projects” and all applicable Federal, State, and Local requirements and procedures. 

The draft Scope of Services for the project is outlines below.

– The selected Consultant will meet with Valley County to develop a detailed work plan.  The work plan consists of a detailed scope of services along with a staffing plan.  The staffing plan should identify the categories of personnel who will be working on this project, along with their associated labor rates. 
– The Valley County-Garfield County coalition also seeks said firm to assist Valley County in implementing the plan from start to finish. 

Project Schedule

All firms submitting proposals must be prepared to initiate work on this project within ten (10) days of “Notice to Proceed.”  Valley County wishes to submit completed project application to Nebraska Department of Roads no later than September 23, 2011.  The anticipated start of this project is January 3, 2012.  Only those firms able to perform the necessary work activities within this schedule should respond to this RFP. 

Submittal

In order to facilitate review of the project proposals by the Valley County Board of Supervisors, submit the following information:

– A letter of interest including a resume responding to the established evaluation factors not to exceed three pages.  This letter should include the approach to the project in the given schedule and experience with similar projects. 
– A Conflict of Interest Disclosure Form.

Selection Criteria

Proposals will be reviewed, evaluated, and ranked by the Valley County Board of Supervisors.  Cost is not a selection criteria and it is not to be included in the firm’s proposal. 

The final ranking evaluation factors including their relative importance are:

– Professional qualifications necessary for satisfactory performance…………….30 points. 
– Specialized experience and technical competence in the type of work required….30 points.
– The capacity to accomplish the work in the required time………………………..30 points.
– Location of the project and knowledge of the area…………………………………10 points.

Protocol

Eight (8) copies of your proposals must be at the Valley County Economic Development office, 1514 K Street Ord, NE 68862, no later than Monday, July 11th, 5:00 p.m. Central Standard Time.  No exceptions to this deadline will be given
